Mr Jos Delbeke (1954, Belgium) is Director for the Directorate “Climate Change and Air” of the European Commission‘s DG Environment. In this capacity he oversees i.a. the Clean Air for Europe programme (CAFE), the implementation of the European Emission Trading Scheme (EU-ETS) and legislation, such as on Integrated Pollution Prevention and Control (IPPC), on large combustion plants (LCP), waste incineration, and EPER. He was also responsible for the chemical legislation, and the creation of the new REACH system.

He holds a PhD in economics. He has been teaching at University of Louvain and at VLEKHO Business School in Brussels.  In 1985, he was a temporary staff member at the International Monetary Fund (IMF), Washington DC, and joined the European Commission in 1986. In the Directorate General for Environment, he has been Head of Unit, responsible first for economic and fiscal instruments and benefit-cost analysis in the field of the environment, and later for climate change.  He has been the chief negotiator for the European Commission at the UNFCCC Conference of the Parties, and is actively promoting the use of the Kyoto mechanisms at EU level.

Akihiro Kuroki is now seconded to the Institute of Energy Economics, Japan from the Ministry of Economy, Trade and Industry (METI). After he graduated with a degree in Aviation Technology from Tokyo University, he joined Ministry of International Trade and Industry (MITI; now METI) in 1979. He has worked for MITI in various areas including, among all, energy and environment, in which he achieved plenty of outstanding works. For instance, he made significant contributions to the process of establishment of International Panel for Climate Change (IPCC) in 1988, which was one of earliest environmental programs of its kind. He also worked for the IAEA from 1994 to 1997 as Senior Officer for Special Project, Public Division, in which he was involved with various energy-related policies. Since 2001 and until recently, he had served as Director for Nuclear Safety and Quality Assurance Division of Korean Peninsula Energy Development Organization (KEDO), in which he made great contributions to construction of Light Water Reactors in North Korea.

吕学都，科学技术部全球环境办公室副主任，清华大学工学博士。从1991年开始从事气候变化的科研项目管理、气候变化政策制定及气候变化国际谈判工作。从1996年开始，成为中国参加联合国气候变化框架公约（UNFCCC）和政府间气候变化专门委员会（IPCC）谈判的中国代表团的主要成员，在制定国内和国际气候变化政策方面发挥重要作用。从2001年开始兼任京都议定书清洁发展机制执行理事会委员，曾任该委员会副主席及执行理事会下属的方法学委员会副主席，为推动中国CDM对外合作做出了重要贡献。此外，他还是参与碳收集领导人论坛、亚太全球变化研究网等多边论坛谈判的中国代表。2004年－2006年，他被选为世界银行碳融资东道国委员会主席。近几年，他发表了若干气候变化政策和CDM方面的论著和文章。

陈欢，财政部中国清洁发展机制基金管理中心副主任。2006年8月，国务院批准建立中国清洁发展机制基金及其管理中心。作为一个应对气候变化的创新资金机制，中国清洁发展机制基金是政策性与开发性兼顾的、公益性、长期性的、开放式和不以营利为目的的国有基金。 基金将依托广泛的国内合作与国际合作开展业务活动，充分发挥资助源、资金合作平台、行动合作平台和信息收集和交流平台的作用。

陈欢于1982年在北京外国语学院（现北京外国语大学）获得英国语言文学学士学位，1989年在中国社会科学研究院获经济学硕士学位。他于1989年加入财政部，长期从事财政金融国际合作，先后任职财政部世行司和国际司，曾在多个处担任副处长和处长，其间曾在世界银行中国执行董事办公室工作，1999－2000担任任世行中国执董办顾问，2000－2002年任世行中国执董办副执董。他于2007年7月起任现职。

Magnus Gislev has a degree in Chemistry and Business Administration from the University of Karlstad, Sweden. He started in the European Commission in 1995 and joined the Environment Directorate-General in 1999. He was in charge of overseeing the implementation of EU legislation on integrated pollution prevention and control and also took part in the development of the EU Emissions Trading Scheme and the EU Environmental Technologies Action Plan. Since 2005, he is the representative of the Environment Directorate-General at the European Commission in Beijing in charge of the EU-China Environment Policy Dialogue and the EU-China Climate Change Partnership

Dr. Cheng has been working with the URC as Energy Scientist since Sept. 2006. She holds a PhD from Massachusetts Institute of Technology (MIT) in Boston USA. Her research interests mainly focus on integrating energy efficiency into development strategies in developing countries. Sylvain has a 10+ years experience in Carbon Finance and is currently Deputy head of Carbon Finance, BNP Paribas where he is in charge of originating carbon project and structuring financing based on carbon assets. Before joining BNP Paribas, he co-developed the Carbon practice with the international consultancy PricewaterhouseCoopers where he advised numerous corporates and administrations on emission trading and developed CDM projects as early as 1999. Sylvain is a graduated Civil and Environmental Engineer and hold a MBA from HEC Paris.

Nick Clarke is the Chief Executive of Carbon Resource Management (CRM).  Having spent 20 years in the oil & gas industry as an engineer, energy trader and entrepreneur he began investing in the carbon market in 2004 and has subsequently built CRM into one of the world’s leading developers of CDM projects with a strong presence in China.

Lucy Mortimer is the Global Manager of the CDM & JI brokerage team at Tradition Financial Services (TFS), one of the largest international energy and environmental brokerage firms worldwide.  She joined TFS in 2005 to start up the project-based emissions business, brokering credits from projects under the Clean Development Mechanism and Joint Implementation Scheme, and assisting in the financing and development of projects.

The team has a strong focus not just on the developing a robust business, but also on the sustainability and environmental integrity of projects; TFS actively promotes efforts aimed at improving the level of environmental standards in projects, through sponsorship of high level accreditation processes such as the Gold Standard, and the promotion and development of projects from least developed nations.

Coen Weddepohl is an Investment Director at Man ECO based in London with responsibility for originating new environmental investment opportunities. He joined the business in 2008 from Man Investments where he was head of Environmental Finance.

Prior to this, Mr. Weddepohl was responsible for the Style & Strategy Development team at RMF, conducting “new alternatives” research, product development and portfolio management. Prior to that, he was a senior analyst with responsibility for manager selection and portfolio management in the areas of Global Macro and Equity Hedged at RMF, which he joined in 2000.

Andrew Aldridge is a Vice President in the Carbon Markets team, where he is responsible for investments in renewable energy and energy efficiency businesses.  Andrew brings wide ranging experience of investing in energy companies in emerging markets, as a private equity investor, project/corporate financier and project developer.  Before joining CCC, he founded EM Energy Solutions, a boutique consultancy providing project development and investment management advice to private equity funds operating in Europe, Middle East and China.  Prior to this, Andrew was a director at Actis/CDC Group, a private equity business focused on Emerging Markets, where he built a US$350m portfolio of investments in energy and utility companies. Ross Warner -  Credit Suisse Group Commodities Group Mr. Warner is a Vice President at Credit Suisse where he works on carbon structuring, offset origination and carbon linked financing.  Mr. Warner has executed multiple ERPA and VERPA agreements with Credit Suisse clients. Previously to joining the Commodities Group, Mr. Warner was an investment banker in Credit Suisse's Power and Utilities Group where he executed approximately $20 billion in Corporate and Project financings and also worked on numerous M&A and strategic advisory assignments. Previously to joining Credit Suisse, Mr. Warner worked in China for Lucent Technologies (China).

Dr Ka Keung Chan is Managing Director and Head of Investments Greater China. Prior to CCC, Dr Chan was Managing Director of Renewable Energy for CLP Holdings, where he was responsible for the development and operation of renewable energy projects in Asia Pacific and led all CLP’s project financing, corporate restructuring and acquisition in China. Previously, he was the General Manager of Corporate Finance, for the Concord Group: a conglomeration of businesses in property, oil & gas, pharmaceutical, banking and information technology. Dr Chan was responsible for all of Concord Group’s corporate finance activities in Hong Kong, China and Thailand. Dr Chan has also held positions at NatWest Markets and Credit Suisse First Boston, both in Hong Kong. John Gao is responsible for establishing and maintaining strategic partnerships with key clients throughout China. He is also acting Director of Camco’s Business Development Division. John has been in the carbon industry since its early inception in 2005 and has been responsible for developing several milestone CDM projects, including the Jigang WHR project, the Yangquan CMM projects (for which Camco received Environmental Finance’s 2007 Carbon Transaction of the Year Award), the Conch cement WHR projects and the Taiyanggong CCGT project.

As a Director of Business Development in MGM International (China), Mr. Liu Jianguo carries out procurement of CDM/VM projects for MGM Carbon Portfolio. In 2007, as a technical director in MGM, Mr. Liu Jianguo, carries out initial assessment on the feasibility of CDM projects, management of CDM cycle for projects including PDD

revision, validation, and registration, and technical assessment of chemical projects. In 2006, Mr. Liu Jianguo, as a procurement manager China in Carbon Asset Management Sweden (CAM), successfully researched the CDM market in China and developed relationships with many project developers and potential CDM project owners, played a key role introducing CAM into CDM market in China and assisting closing its very first ERPA in China and a number of cooperation agreements. Between 2003 and 2005, Mr. Liu Jianguo, as an online analyzer technician Shanghai SECCO Petrochemical Co., commissioned and maintained on-line analyzers for process and emissions monitoring, compiled bilingual maintenance procedures in English and Chinese, investigated Chinese regulations on emissions monitoring, and assisted the commissioning for the company’s first boiler.

In 2002, Mr. Liu Jianguo, as a trainee in Det Norske Veritas (DNV) Research, investigated the Clean Development Mechanism for greenhouse gas mitigation under the Kyoto Protocol, compiled DNV Report No. 2002-1249 “GHG Emissions and CDM opportunities in China”, and facilitated and interpreted for a high-level delegation from China’s authorities in environmental management visiting Norway.

Mr. Liu Jianguo holds a Bachelor’s degree in environmental engineering at Zhejiang University.
