Lex de Jonge graduated as chemical engineer and worked in research, followed by management positions on environmental issues with industry and local authorities. In 1992 he became head of the Industry Division of the Dutch Ministry of Environment (VROM).
Since 2001 he is head of the CDM Division at this Ministry.
His main responsibility is to implement CDM - organizing the purchase of CERs on behalf of the Dutch government - and to advice on policy developments on international emissions trading.
Since 2006 he is a member of the CDM Executive Board and since January 2008 he is vice-chair of the CDM Executive Board |

Akihiro Kuroki is now seconded to the Institute of Energy Economics, Japan from the Ministry of Economy, Trade and Industry (METI). After he graduated with a degree in Aviation Technology from Tokyo University, he joined Ministry of International Trade and Industry (MITI; now METI) in 1979. He has worked for MITI in various areas including, among all, energy and environment, in which he achieved plenty of outstanding works. For instance, he made significant contributions to the process of establishment of International Panel for Climate Change (IPCC) in 1988, which was one of earliest environmental programs of its kind. He also worked for the IAEA from 1994 to 1997 as Senior Officer for Special Project, Public Division, in which he was involved with various energy-related policies. Since 2001 and until recently, he had served as Director for Nuclear Safety and Quality Assurance Division of Korean Peninsula Energy Development Organization (KEDO), in which he made great contributions to construction of Light Water Reactors in North Korea.

Mr. LU Xuedu, Deputy Head of Office of Global Environmental Affairs of the Ministry of Science and Technology (MOST), Alternate of CDM Executive Board to the Kyoto Protocol, has been engaged in project management, policy-making and international negotiation on climate change from 1991. From 1996, acting as one of the chief negotiators of Chinese delegation to the negotiations on UNFCCC and IPCC, he played a role in both domestic and international policy-making related to climate change. From 2001, he was elected for four times as member of CDM Executive Board, and was elected as Vice Chairman of the Board in 2005, and he has made great contributions to the CDM development in both China and world. In addition, he is the representative of China for the Carbon Sequestration Leadership Forum and Asia-Pacific Network for Global Change Research. From 2004 to 2006, he was elected as the Chairman of the Host Country Committee of Carbon Finance Business of World Bank. In recent years, he published several papers and books on climate change policies and CDM. He has a doctorate in Engineering by Tsinghua University. |

Chen Huan is Deputy Director General of the China CDM Fund Management Center, Ministry of Finance (MOF). Approved by the State Council in August 2006, China CDM Fund and its management center were established. As an innovative financial mechanism to address climate change, China CDM Fund is a policy-oriented and development served, public benefit, long-term, open-ended, non-profit and state-owned fund. It will rely on extensive domestic and international cooperation to enhance its operation, and give full play as a funding source, a platform of financial cooperation, a platform of cooperative actions and a platform of information collection and dissemination.
Chen Huan holds a Bachelor Degree of English Literature and Master Degree of Economics. In 1989, he joined MOF and since then engaged in international financial cooperation. He was deputy director and director in several divisions in World Bank Department and International Department of MOF. In 1999-2002, he worked in Office of Executive Director for China in the World Bank, and served as Advisor in 1999-2000 and Alternate Executive Director in 2000-2002. Mr. Huang Shengchu is President of China Coal Information Institute based in Beijing. He completed his study with Ph. D degree at universities in China and Germany. He has been working for more than 20 years in coal mining and safety. Dr. Huang was instrumental in establishment of the China Coalbed Methane Clearinghouse in 1994 with support of USEPA. Mr. Huang is the vice-chair of the Coal Committee of M2M Partnership, and he is engaged by United Nations Environment Programme (UNEP) as consultant of Intergovernmental Panel on Climate Change (IPCC), and he is also involved by Asian Development Bank and World Bank as consultant for CBM/CMM projects in China. China Coal Information Institute (CCII) is a national leading research institute, since established in 1959,CCII has expended its business in the areas of information research , publication of books and periodicals, audio & video products, printing services and property management, making great contributions to the development of China coal industry and occupational safety & health.
CCII is and internationally well-known organization with excellent accomplishments in coal, energy, environment, legislation research and has expertise of projects development in cooperation with the governmental departments and companies in more than 20 countries including USA, UK, Germany, Japan, Australia and international organizations such as United Nations Development Programme, World Bank, and Asia Development Bank. Lucy Mortimer is the Global Manager of the CDM & JI brokerage team at Tradition Financial Services (TFS), one of the largest international energy and environmental brokerage firms worldwide. She joined TFS in 2005 to start up the project-based emissions business, brokering credits from projects under the Clean Development Mechanism and Joint Implementation Scheme, and assisting in the financing and development of projects.

Ms. Victoria Q. Wang serves as a CEO of Green Capital Consulting Company, a 1998 Beijing registered company specializing in structuring the innovative package solutions to meet the ever-increasing demands for sustainable development in the energy and industrial sectors as well as investment markets in the PRC. Peter Corne joined Eversheds in 2006, and is the Managing Director of the Shanghai office. He has been based in Shanghai since 1996, working first at Simmons & Simmons from 1996 to 2000, and then at Linklaters from 2000 to 2006. Qualified to practice in England & Wales, Hong Kong, New South Wales and Victoria, he has specialised in the area of Chinese corporate, commercial and regulatory practice for many years, and more recently in the area of global warming and renewable energy, which encompasses areas ranging from wind, biomass and hydro, to energy saving, cleaner coal and geothermal. He acted for a Japanese consortium in 2005 in the largest Clean Development Mechanism Project (under the Kyoto Protocol) in the world to that time in Zhejiang Province, and for Mitsui & Co in a CDM Project involving the capture of mine gases in North China. Most recently, he acted for Anshan Iron and Steel in one of the largest CDM Projects of 2007, an energy conservation project generating 13 Million tonnes of carbon credits worth EURO 150 Million. In addition to his expertise in CDM and renewable energy, is recognised as a leading practitioner in the fields of mergers and acquisitions, corporate restructuring, and equity and asset acquisitions of foreign-invested enterprises and State-owned enterprises.
Peter has acted for a number of major corporate clients such as Coca-Cola, Hershey, SPX, MeadWestVaco, Tetrapak, Mitsui & Co, Itochu, Marubeni, Alcatel, Syngenta, Sumitomo Chemical, Asahi Chemical, Intel, Toshiba and BOC Gases (now Linde Group). He is, in addition, a noted authority on PRC administrative law and the foreign investment process, having authored a critically acclaimed book on the subject. In 2007, as a technical director in MGM, Mr. Liu Jianguo, carries out initial assessment
on the feasibility of CDM projects, management of CDM cycle for projects including PDD
revision, validation, and registration, and technical assessment of chemical projects.
In 2006, Mr. Liu Jianguo, as a procurement manager China in Carbon Asset
Management Sweden (CAM), successfully researched the CDM market in China and
developed relationships with many project developers and potential CDM project
owners, played a key role introducing CAM into CDM market in China and assisting
closing its very first ERPA in China and a number of cooperation agreements.
Between 2003 and 2005, Mr. Liu Jianguo, as an online analyzer technician Shanghai

In 2002, Mr. Liu Jianguo, as a trainee in Det Norske Veritas (DNV) Research,
investigated the Clean Development Mechanism for greenhouse gas mitigation under
the Kyoto Protocol, compiled DNV Report No. 2002-1249 “GHG Emissions and CDM
opportunities in China”, and facilitated and interpreted for a high-level delegation from
China’s authorities in environmental management visiting Norway.
